Bac Ninh accelerates land clearance for Gia Binh international airport project
BAC NINH – Authorities in Bac Ninh province are expediting land clearance for the construction of Gia Binh International Airport, following the provincial People’s Committee’s Plan No. 57 issued on September 5. The Land Fund Development Center, the key implementing agency, has mobilized resources and set up 16 task forces to meet tight deadlines.
According to the plan, resettlement areas must be completed by October 15, cemeteries by September 20, agricultural land by October 30, and non-agricultural land by February 20, 2026. Officials said the accelerated timetable requires close coordination among provincial, district and commune authorities.

“This is a top political priority for the province,” said Do Van Ninh, Deputy Director of the Land Fund Development Center. “Our staff are working around the clock in Gia Binh and Luong Tai districts to ensure progress.”
Since early August, the center has deployed officials to villages to collect data, prepare facilities and explain state compensation policies. Between September 6 and 12, public meetings were held in most villages of Gia Binh and Luong Tai to inform residents about the airport and related projects.
By September 12, 31 of 35 villages had held meetings, with 5,876 out of 7,365 households registering 478.5 hectares of farmland. In Thu Phap village of Gia Binh, where the VIP terminal is planned, 137 of 141 households had received advance compensation payments.
Local officials credited cooperation between provincial staff and grassroots authorities for early results. “The joint work on communication and household verification has resolved problems and built trust,” said Hoang Van Binh, chief of the Gia Binh commune People’s Committee office.
Residents also expressed support. “My family agrees with the land acquisition for the airport,” said Hoang Van Le, a villager in Gia Binh. “We only hope our rights will be protected and we get help to change jobs for long-term stability.”
Village-level Party cells in Gia Binh and Luong Tai have held regular meetings to reinforce policies and encourage members to lead by example in complying with land clearance. Officials said this grassroots mobilization has strengthened consensus and kept the project on track.
According to the provincial Land Fund Development Center, as of September 12, 31 out of 35 villages in Gia Binh and Luong Tai communes had held public meetings. Still, challenges remain. Authorities have yet to demarcate the detailed planning boundaries on the ground, complicating land verification. Other issues include expired local land leases, agricultural restructuring without legal documentation, and plots lacking land-use certificates. The Land Fund Development Center is working with communes to review legal records and clarify ownership.
In coming weeks, efforts will focus on 40 hectares in My Thon and Thu Phap villages, earmarked for the control tower and priority infrastructure. Authorities will continue public meetings, land surveys and preliminary compensation plans based on investor proposals.
The center said it will prioritize clearing farmland first to maintain consensus. “When it comes to housing, cemeteries and religious structures, impacts will be greater,” an official said. “We recommend that higher authorities and investors time these steps carefully to ensure unity.”
