Bac Ninh provincial leader meets Cooler Master CEO to discuss major tech investment

BAC NINH – On July 28, Chairman of Bac Ninh People’s Committee (PPC) Vuong Quoc Tuan met with senior representatives of Cooler Master Group, a major tech firm headquartered in China. The meeting was also attended by provincial department leaders.

The Cooler Master delegation was led by CEO Andy Lin, along with company executives and representatives of Cooler Master Co., Ltd. based in Bac Ninh.

Cooler Master received its initial investment certificate in 2023 and expanded its registered capital in December 2024. The company’s total investment in the Gia Binh Industrial Park now exceeds 200 million USD. Phase I of its project is scheduled to begin operations in 2026.

The company specializes in manufacturing cooling modules for AI servers, machine learning systems and liquid-cooling solutions for data centers with a strong focus on global research and development.

Cooler Master currently operates a factory in Huizhou, China and maintains representative offices in countries including the U.S., Netherlands, Italy, France, Germany, Russia and Brazil.

To scale up its operations, the company is negotiating with the Gia Binh Industrial Park infrastructure developer to lease an additional 11 hectares. It is also calling on suppliers and partners to join its manufacturing ecosystem, aiming to build a sustainable supply chain network.

Cooler Master is planning to lease service-administrative land to build residential housing for workers and has asked for early support to kick-start the project. If approved, the company’s total investment could rise to between 800 and 900 million USD, potentially generating annual cumulative revenue of up to 3 billion USD.

PPC Chairman Vuong Quoc Tuan congratulated the group on its initial achievements and affirmed that the Cooler Master project, operating in the semiconductor sector, is one of the province’s priority investments.

He praised the rapid implementation and strong capital disbursement capacity of the project and welcomed the initiative to attract multiple suppliers to form an integrated production ecosystem.

The provincial leader assured that Bac Ninh would continue to create favorable conditions for businesses while instructing relevant departments to coordinate and address the company’s proposals.

The provincial Industrial Zones Authority was urged to work closely with infrastructure investors to facilitate timely issuance of investment certificates. A major investment licensing ceremony is scheduled for August 19 and the province hopes Cooler Master can finalize its paperwork in time to participate.

Regarding workforce training, the PPC Chairman emphasized that Bac Ninh has issued specific policies to improve human resource quality. He urged the Industrial Zones Authority and Department of Science and Technology to develop training support policies.

If Cooler Master establishes a high-quality training center, the province will actively support it, aiming to make it a national model.

On worker accommodations, the Department of Construction was tasked with drafting a detailed and feasible housing plan, including support for social housing and rental solutions for workers.

Chairman Tuan highlighted the strategic importance of investing in Gia Binh Industrial Park due to its favorable logistics and transport links. He encouraged the company to implement competitive hiring strategies to attract top talent and ensure the project goes into operation as scheduled.
