Bac Ninh targets 85,000 enterprises by 2030
BAC NINH - The Bac Ninh Provincial Party Committee has issued Programme No. 21-CTr/TU on “Private sector development in Bac Ninh province for the 2026–2030 period,” a strategic step aimed at making the private sector the most important driver of the local economy.
Under the programme, the province aims to develop the private sector rapidly, sustainably and with high quality, in tandem with improving provincial competitiveness and successfully implementing the goals set out in the Resolution of the 1st Provincial Party Congress for the 2025–2030 term.

Specifically, by 2030, Bac Ninh targets 85,000 active enterprises, averaging 21.5 enterprises per 1,000 people. At least 15 private firms are expected to rank among Vietnam’s top 500 largest companies.
The private sector is projected to contribute around 55–58% of the province’s GRDP, with an average annual growth rate of 13–14%.
It is also expected to account for 35–40% of total state budget revenue and provide jobs for 84–85% of the workforce. Looking ahead to 2045, the province aims to have about 160,000 enterprises, contributing more than 60% of GRDP.
To achieve these targets, Bac Ninh has outlined seven key groups of solutions. These include renewing mindset and awareness, strengthening communication to position the private sector as a pillar of the economy and building consensus across the political system and society.
Institutional reform and improvements to the business environment will shift from a “control” approach to one of “accompaniment” and “service,” with inspections limited to no more than once per year for enterprises, except in cases of clear violations.
The province will also enhance access to resources by supporting enterprises in land and production site access, prioritizing credit for startups and green transition, and aiming to cut at least 30% of the time required to resolve land-related procedures.
Tax incentives will be provided for innovative startups, alongside support for digital transformation and circular business models. Greater connectivity will be promoted, fostering linkages between private firms, state-owned enterprises and FDI companies.
Support will also be extended to both large and small enterprises, including a program to develop 1,000 exemplary firms leading in technology and green transformation.
The programme also emphasizes business ethics, aiming to build a community of entrepreneurs with strong cultural values, social responsibility and respect for the law.
The Provincial Party Committee has assigned the Party Committee of the Provincial People’s Committee to lead the development of a detailed implementation plan, to be completed and issued in April 2026.
Party organizations, departments, agencies and localities are tasked with reviewing and removing administrative barriers, creating the most favorable conditions for the private sector to grow robustly and sustainably.
With clear orientations and concrete targets, the 2026–2030 private sector development programme is expected to generate new momentum, helping Bac Ninh further affirm its position as one of the country’s most dynamic growth poles.
