Bac Ninh targets double-digit growth

BAC NINH - Authorities in the northern province of Bac Ninh pledged to intensify efforts to achieve double-digit economic growth this year, despite mounting global uncertainties and slower-than-expected public investment disbursement.

At the provincial government’s monthly meeting on May 5, Chairman of the provincial People’s Committee (PPC) Pham Hoang Son said the province must maintain strong momentum after first-quarter growth reached 9.82%, below the full-year target of 12.5%.

To meet the annual goal, Bac Ninh will need growth of at least 12.7% in the second quarter, 13.7% in the third quarter and 13.78% in the final quarter, the provincial leader said, calling the task “highly challenging”.

During the first four months of 2026, Bac Ninh’s industrial production index rose 19.13% from a year earlier, while industrial output exceeded 1 quadrillion VND (37.9 billion USD), up 14.6%, according to provincial data.

Retail sales increased 14.3%, while total import-export turnover was estimated at 64.8 billion USD, accounting for 18.8% of Vietnam’s total trade value.

Budget revenue reached more than 41.1 trillion VND, equivalent to 57% of the annual target. The province also attracted more than 6.1 billion USD in investment capital, with foreign direct investment remaining among the highest nationwide.

Agricultural production remained stable, with more than 65,000 hectares cultivated as planned and disease outbreaks on crops and livestock under control, officials said.

However, public investment disbursement lagged behind expectations. By the end of April, the province had disbursed nearly 1.9 trillion VND, equal to just 12.8% of the allocated capital plan.

The PPC Chairman urged departments and local authorities to accelerate administrative reforms, shorten licensing procedures and reduce costs for businesses and residents to support production and investment activities.

He also called for faster site clearance and quicker approval procedures for construction material mines to address shortages affecting infrastructure projects.

The provincial Department of Finance was instructed to closely monitor projects and flexibly reallocate capital where necessary to improve efficiency.

Bac Ninh will also step up digitalisation of land databases and promote agricultural exports, especially lychee sales, through trade promotion campaigns and expanded distribution channels, provincial officials said.

Separately, the province is seeking recognition as a first-tier administrative unit following planned administrative restructuring in 2025.

Under a draft proposal presented at the meeting, the new Bac Ninh province would cover 4,713.75 square kilometres with a population of nearly 4 million people and 99 commune-level administrative units.

Officials said the province scored highly on criteria including population size, economic growth, industrial and service development, and non-agricultural labour ratios.

Provincial leaders said the classification would support Bac Ninh’s longer-term ambition of becoming a centrally governed city in the future.
