Fecon breaks ground on Hoa Yen industrial park in Bac Ninh

BAC NINH - Vietnamese infrastructure developer FECON Group broke ground on the Hoa Yen Industrial Park project in northern Bac Ninh province on April 3, marking a new step in the locality’s push to strengthen its position as a major manufacturing hub.

The project, commercially known as FECON IP Hoa Yen, is located across Hiep Hoa commune and Van Ha and Tu Lan wards, covering 256.68 hectares with a total investment of more than 3.7 trillion VND (140.4 million USD).

The groundbreaking ceremony was attended by former National Assembly Chairwoman Nguyen Thi Kim Ngan, Construction Minister Tran Hong Minh and senior central and provincial officials, alongside representatives of foreign organizations and businesses.

According to Muon Van Chien, Chief Executive Officer of FECON Hoa Yen Investment JSC, the industrial park is designed as a multi-sector zone prioritizing processing, manufacturing, high-tech and environmentally friendly industries.

As part of the project, FECON plans to build a facility for manufacturing and overhauling tunnel boring machines (TBM), aiming to meet rising demand for railway and urban rail development in Vietnam.

Strategically located within the northern key economic region, the project benefits from strong connectivity to major economic centers, seaports, airports and regional transport networks, offering favorable conditions for investors.

Chien said the developer will roll out infrastructure construction in line with an overall roadmap, ensuring quality and progress, with land expected to be ready for handover to investors by the end of 2026. The project will comply with environmental regulations and ensure local security and order.

FECON also plans to step up targeted investment promotion, focusing on attracting large corporations and high-quality foreign direct investment projects using advanced, green and modern technologies.

The company pledged close coordination with local authorities, particularly in site clearance, project operations and the attraction of secondary investors.

The developer will work with local authorities to recruit and train local workers, while preparing proposals for an accompanying urban and service area.

Social infrastructure such as housing, education and healthcare facilities will also be developed to support workers and nearby communities.

Speaking at the event, Vice Chairman of the Bac Ninh People’s Committee Pham Van Thinh described the project as significant not only for the investor but also for the province. He reaffirmed the local government’s commitment to supporting the project and promptly addressing any difficulties.

Authorities expect FECON IP Hoa Yen to become a model industrial park, capable of attracting strategic investors and global corporations, further boosting the province’s growth.

Bac Ninh aims to replicate the success of existing industrial zones such as Yen Phong, home to Samsung, and Quang Chau and Van Trung, which host major electronics supply chains linked to Apple and advanced AI chip servers.

Bac Ninh has firmly established itself as one of Vietnam’s leading industrial centers, with industrial output exceeding 2.4 quadrillion VND, ranking second nationwide, while total import-export turnover leads the country. The province aims to become a global and regional manufacturing hub in electronics and semiconductors.

Officials also highlighted ambitions for the industrial park to adopt green and resilient infrastructure, including rooftop solar power systems covering all factory roofs with a projected capacity of 180 MW, battery energy storage systems (BESS), and high standards for power stability required by semiconductor manufacturing.

The park is expected to follow an ecological model, with systems to absorb and recycle wastewater and infrastructure designed to retain up to 70% of surface water, reducing environmental impact.

Local authorities emphasized that the project’s success depends on community support, particularly in land clearance, and expressed hope that it will bring jobs, stable incomes and long-term prosperity to residesnts in surrounding areas.
