Bac Ninh creates boost to supporting industry
BAC NINH - Seizing opportunities from the wave of foreign investment, many enterprises in Bac Ninh Province have proactively developed well-structured production and business strategies, gradually becoming key links in global supply chains. With various policies from both the central and local governments, the province's supporting industry is expected to be activated, creating new momentum and making significant contributions to economic growth.

With many years of experience, HANEL PT is now a Tier-1 vendor for several multinational corporations, particularly partners from Japan. The company provides stable employment for around 300 workers and makes positive contributions to the local economy.
In Hoang Van commune, Suntech JC is one of the province's leading supporting industry enterprises, currently employing over 500 workers.
The company specialises in supplying chargers, earphones, and various phone components, generating annual revenue of hundreds of billions of VND. Despite many challenging periods, the company has successfully become a components supplier for numerous foreign partners.
According to the Department of Industry and Trade, there are approximately 3,000 supporting industry enterprises across the province participating in supply chains. Of these, Vietnamese businesses account for more than 50% of the total.
This result reflects how Vietnamese enterprises have proactively embraced the trend of foreign investment attraction to develop their own production and business strategies, gradually integrating more deeply into global supply chains.
Enhancing internal capabilities
According to Vu Quy, head of the Industrial Management Division under the Department of Industry and Trade, although Bac Ninh's supporting industry has shown signs of growth in recent years, its proportion within the province's overall industrial output remains modest.
Recognising the pivotal role of the supporting industry in industrial development and following guidance from the central government, Bac Ninh has implemented several practical policies.
Notably, the province issued a regulation on managing funds for supporting industry development, clearly defining budget allocations for related activities.
It also signed a tripartite Memorandum of Understanding between the Ministry of Industry and Trade, the Bac Ninh provincial People’s Committee, and Samsung Electronics Vietnam on a consulting programme to enhance the capabilities of Vietnamese enterprises.
In addition, Bac Ninh approved a Supporting Industry Development Programme for the 2021-2025 period with a total budget of nearly 154 billion VND (5.87 million USD).
Numerous projects have been implemented to strengthen enterprise capacity. As a result, many domestic businesses have gained access to new technologies and partners, expanded their markets, and deepened their linkages with FDI enterprises.
At the national level, to further boost the development of the supporting industry, the government recently issued Decree No. 205/2025/ND-CP amending and supplementing several provisions of Decree No. 111/2015/ND-CP dated November 3, 2015, on supporting industry development.
According to experts, this decree, effective from September 1, 2025, expands incentives related to capital, technology, human resources, and markets, creating a strong push for the supporting industry to accelerate in the near future.
Bac Ninh is steadily affirming its position as one of the country’s major industrial hub, with an ever-expanding production scale. The province has identified industry as the primary driver of local economic growth, meaning the supporting industry still holds vast potential and opportunities for development.
Currently, the Department of Industry and Trade is actively advising on the development of the Supporting Industry Development Programne for the 2025-2030 period. In 2025, the focus will be on implementing technical improvements, enhancing productivity and quality, and optimising operational efficiency for businesses.
At the same time, the province will coordinate with major corporations to build expert deployment programmes to support enterprises in technology, management, and competitiveness enhancement.
