How did the Bac Ninh delegation prepare for the 14th National Party Congress, and what intellectual contributions does it bring to the Congress?

With a deep understanding of the significance and importance of the 14th National Party Congress, the Bac Ninh delegation made thorough and comprehensive preparations, clearly demonstrating strong political determination and high consensus of the Party Organisation, authorities, business community, and people of all strata in successfully implementing the Party’s lines and policies.

First of all, the collection comments and feedback on the draft Congress documents was conducted in a methodical, democratic, and scientific manner, with the responsible participation of Party committees at all levels, Party organisations, cadres, Party members, and the people.

Drawing from local development practice, Bac Ninh brought to the Congress intellectual contributions associated with the determination to concretise and effectively implement the Party Central Committee’s strategic orientations.

The focus is on continuing to take the lead in industrialisation and modernisation associated with innovation, digital economic development, and green transformation; building a modern and smart urban system; and achieving rapid but sustainable economic growth linked with ensuring social progress, social equity, and improving the quality of life for the people.

At the same time, the provincial Party Organisation affirmed a high level of consensus and a strong political commitment to seriously and effectively implement major Party guidelines and national development strategies, especially in institutional improvement, science and technology development, high-quality human resource training, and building a clean and strong Party and political system.

In response to the requirement to renew the growth model set out in the documents of the 14th National Party Congress, what breakthroughs will Bac Ninh select to both maintain a high growth rate and ensure sustainability in the coming period?

For the period 2026–2030, Bac Ninh has set a target of achieving an average annual growth rate of Gross Regional Domestic Product (GRDP) of 11–12%.

To renew the growth model, the province has identified a focus on three major breakthroughs in the spirit of the Resolution of the first provincial Party Congress for the 2025–2030 term.

First is the breakthrough in institutions, enhancing the capacity for policy formulation and implementation at the local level, as well as participation in policymaking with the Party Central Committee to remove bottlenecks and barriers, thereby unlocking and mobilising all resources for development investment.

Second is the breakthrough in human resource development and organisational structure. The province focuses on building, training, attracting, and effectively utilising high-quality human resources.

In parallel, the province will continue to streamline the organisational apparatus of the political system toward greater efficiency, effectiveness, and performance, taking the satisfaction of citizens and businesses as a key measure.

Third is the breakthrough in building synchronised and modern socio-economic infrastructure. The province’s focus is on developing multimodal transport infrastructure, strengthening inter-provincial, inter-regional, and international connectivity through large-scale projects of significant importance.

How does Bac Ninh view the role of the private economy and the attraction of high-quality foreign direct investment (FDI) in the next stage of development?

As the country enters a new stage of development with increasingly high requirements for growth quality, Bac Ninh identifies the private economy and the attraction of high-quality foreign direct investment as leading driving forces, playing a pivotal role in achieving the province’s goal of rapid and sustainable development.

The private economy is identified as an important pillar of the local economy, serving as a direct force promoting innovation, job creation, and productivity improvement.

Currently, the province has nearly 50,000 enterprises and more than 80,000 business households. The private sector accounts for the majority share, contributing about 30% of economic growth in 2025.

Budget revenue from the private sector in 2025 reached 6.84 trillion VND (260.4 million USD), accounting for 11.6% of total provincial budget revenue. Notably, private enterprises have created jobs for more than 1.3 million workers.

At the same time, Bac Ninh will continue to promote the attraction of FDI in a deep and selective manner, prioritising projects that use modern technology, generate high added value, commit to technology transfer, develop human resources, and strengthen linkages with domestic enterprises.

Currently, the province has nearly 4,000 active FDI projects from 42 countries and territories, with total registered capital of about 46.8 billion USD, affirming its position as one of the leading localities nationwide in attracting FDI.

More importantly, Bac Ninh identifies the creation of linkages and synergies between the domestic private and FDI sectors as a sustainable path, aimed at forming a production and innovation ecosystem, promoting the development of high-tech and supporting industries, and high-quality service sectors.

This is an important foundation for the province to achieve rapid yet sustainable development, contributing positively to the country’s overall goals in the new period following the 14th National Party Congress.
