Bac Ninh targets economic growth of at least 11.5% in 2025

BAC NINH – The People’s Committee of Bac Ninh province held its August regular meeting on August 20, chaired by Vuong Quoc Tuan, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the provincial People’s Committee (PPC).

According to reports, Bac Ninh’s socio-economic performance in August and the first eight months of 2025 showed positive results. The industrial production index rose 16.78% year-on-year in August and 16.19% in the January-August period.

Total retail sales and service revenue grew 0.58% month-on-month and 19.56% year-on-year in August; for the eight months, the increase reached 20.28%.

Exports continued to lead the country, with turnover estimated at 8.7 billion USD in August, up 33.01% from a year earlier. The province posted a trade surplus of 2.7 billion USD in the first eight months; with total trade value nearly 112 billion USD.

For two consecutive months, July and August, Bac Ninh ranked first nationwide in export value. State budget revenue reached more than 50.3 trillion VND in the period, equivalent to 88.5% of the annual target.

On August 15, Bac Ninh successfully held an investment promotion conference, issuing 25 investment registration certificates, seven decisions approving investment policies, and 12 investor selection decisions, with total pledged capital of nearly 7 billion USD.

The province also reported outstanding achievements in education, culture, sports, and public administration, while maintaining security and social order.

PPC Chairman Vuong Quoc Tuan praised the collective efforts of the political system in stabilizing the provincial apparatus and ensuring socio-economic progress. Stressing the limited time left in 2025, he urged all departments to accelerate implementation of their assigned tasks to achieve the annual growth target of at least 11.5% and secure Bac Ninh’s position among the top 3–5 localities nationwide.

He emphasized faster disbursement of public investment, aiming for at least 85% of government-assigned capital and 70% of provincial capital by September 30.

Key projects include flood control in Bac Giang ward, congestion relief in Quang Chau industrial park and infrastructure development in urban, agricultural and industrial areas. The Gia Binh international airport project and its connecting road to Hanoi were also highlighted as priorities.

Bac Ninh will also focus on boosting tax revenue, supporting private enterprise formation, especially in industrial zones, and finalizing land-use fees for projects before September 30.

Urban planning and social housing development are to be expedited. Social welfare policies will be harmonized by adopting the best practices from the two former provinces before the recent merger.

On structural reforms, the provincial leader called for strict monitoring of the four core provincial resolutions, pushing digital transformation, private sector growth, and innovation.

He urged recruitment of qualified teachers and medical staff, along with better incentive policies. Maintaining local security, preventing hotspots, and strengthening digital governance were also underscored.

Delegates also reviewed draft resolutions on agricultural development support, the OCOP programme, rural industries, new rural construction, funding for agricultural extension, education incentives for high schools for the gifted and policies for militia forces in the 2025–2030 period.
